Try never to move a fish more than .001 higher salinity than their bag. Moving them into a lower salinity has a little more wiggle room---not much, but a little.
And no matter what you're told a salinity will be, use your refractometer on that bag to be sure before moving the fish out.
Remember that once you open that bag, the process of converting waste ammonium into ammonia has started and he has to be in the new water inside 30 minutes. Amquel or Prime can help that situation, but by preparing as you have done, you should be fine.
