I recieved 2 new 250 watt SE Radiums yesterday. I saw a thread in the fs section that has an image of a new bulb, there is no black marking burn in the center core of the bulb. On both my bulbs there was a decent amount of brown/black on the ends, is this normal?

here is the picture Im referring to that mine didnt look like.

Not sure i completly understand what your asking. But if this helps as far as i know the factory that makes Radium bulbs.also test fires each bulb before being packaged for sale.
I'm pretty sure the last 2 i bought new from the LFS showed signs of being test fired.

If you are talking about the little inside bulb, my new ones were a little black at the ends of that little inner bulb. But, after burning them in it went away.

I have 3 unused ones in front of me and all have some dark pinkish residue on the ends of the small bubble inside. That is how all mine have been. Like they said they are all supposed to be test fired.

that bulb looks new to me. Like Dean said they will turn pinkish or black on the tips as they age. Here is a pic of my old 400w. Both of these were on the same ballast, dual PFO HQI, but notice how they each turned a different color
