It really depends on what species of sea grass. The large sea grasses such as turtle grass are not known to inhabit areas of low salinity. Some of the lesser known (to the hobby anyhow) sea grasses can inhabit areas influenced strongly by fresh water runoff and some can even inhabit areas that are mostly fresh water.
