Sebae Anemone Dead? Looks Like It...

Still new to the saltwater tank thing, but the guy at the fish store said it was easy to take care of. Get it acclimated to the water, and then place it in the sand. It;s been 2 weeks and it really hasn't moved. I fed it a small bit of silverside and it looked to liven up about 2 days ago. I paid $75 for this thing, I hope I am not out the money...

Yup it's dead. I would remove it from your tank quickly. Your anemone appears to be an h. Crispa, which are not easy for a beginner to keep alive. You need to do more research before you buy livestock for your tank.
 
Yeah, I am a noob and took this guys shoddy advice. I have since stopped using him based on comments from others in this area and other stores that know him.
 
It's difficult to determine from this one particular photo. However, it does appear that the foot is sloughing its flesh. There's no doubt, it is in very poor condition. Is there any smell to the anemone? That's an obvious answer to whether its began to decay or not.
