Sounds like he was doomed from the beginning. The sg at 1.024 would not be the cause of him being distressed. Sebaes come in severely stressed and most don't make it no matter how good the water quality is. I used to work in an LFS and the sebaes all look great when the owner picks them up at a warehouse but a few weeks later they flip upsidedown and whitter away and die no matter what we do to reverse the situation.
