You could keep a Coral Cat in there for a while. Unfortunately, you would need to upgrade later on. I would say minimum tank size for an adult would be no less than 225g, or 72" x 30" x 24".
I havent purchased the tank yet im still planning it, but It will most likely be 6 or 7 ft long, width 2 ft( I might be able to go bigger), and for the height atleast 2 ft.
I would definitely say a 30" tank. Since depth really doesn't matter as much with shark/ray tanks, why don't you just go 20" high and 30" wide? That would give you about the same gallonage and more surface area.
