I suggest you consult the expert:
Read "Aquarium Sharks and Rays" by Michael Scott.
This expert suggests the smallest tank is a 180 gallon. In this tank you could keep one to two bottom dwelling small sharks, such as epillet or bamboo sharks.

I had shark's tank before. You want to go big at the beginning b/c soon or later you have to upgrade to a large tank. It's also depend on what kind of shark you want to keep. Nurse shark, cat or marble, mooth hound, black/silver tip shark they all different. some just lying on the bottom and some are moving all the time.
They also need a lot of water movement and filtration / skimmer. You need to keep them at the right temperature too.
if you can't afford a large tank like 300-500 gal or more, don't even try. You can fit any shark into a 20-100 gal tank, but are you going to be happy ?
