I think it may be some kind of goby, or maybe a pipefish, but though the color is close, I don't think the shape matches a D. grissingeri.
 
In fact I gave both names because if you look under fishbase, you can see that for D. excisus or D. melanopleura, the only valid name is in fact Doryrhamphus excisus excisus ;) (I just ignore the paulus one)

But anyway I should have put only Doryrhamphus excisus excisus to give the valid name.
