Frozen Roadkill

Okay, so a while back I bought a rock of blue zoas, they were very pretty and about the size of the end of the clicker on a pen, very tiny. Well, they wern't growing too well so I gave them to my brothe (thedude15810) to put into his tank, and lo and behold, they have grown to the average zoa size.
Im my tank right now, I have tiny zoas with a pink center and marroon/red skirt, and they are just as tiny. New polops are growing off the old ones, but I am wondering if something is wrong with my tank to cause them to be so small. They open up all the way, and are otherwise healthy, but are like the miniatures of what they should be.
Whats going on?
