Sick Flame Angel

I have had a flame in my quarantine for 4 weeks. He developed white raised stuff that covered one eye and then the other the following day. I have noticed it changed to somewhat translucent where I can see the pupil now and has been like a bubble over the lens for the last week or so. It is not popeye, I would assume bacterial and not fungal. I started with Maracyn and Maracyn 2 a week ago and there has not been any improvement. I have noticed a spike in ammonia to about .50 which I have never had and have done a 25% water change(30 gal tank) last night with no change today. I also am in hypo and have been there for 4 weeks at 1.009. I have only had ich to deal with in a quarantine with 10 years at this and my first experience with a bacterial problem. The fish looks fine other than that he just hasn't eaten in over a week.
 
Its tough to tell without a photo, but I'm not a fan of hypo. Tank transfer at full salt level would be ideal for a flame angle, but ive had luck with copper too.
 
I actually have been 5 for 5 treating ich with hypo and have it down, but the reason I am in it is because a Black Cap Basslet I purchased at the same time as the Flame came down with it and he is now fine. The Flame never got it. I wish I could take a pic but treating with Maracyn clouds the water to the point it wouldn't be clear. Looking at the fish from the side looks pretty normal, but when looking from above you notice bubbles covering the eyes. I am glad I have never had a disease in my main tank, quarantines are the way to go.
I have a Purple tang, Emperor angel, Majestic and a Maroon that are all between 8 and 10 years old and was hoping to add one more angel but its looking bleak.
 
I have tried to bring down ammonia with a couple 25% water changes but still around .50. I guess its a catch 22, cant feed much(don't think he can see it anyway) with ammonia levels, afraid to treat w/ Maracyn a second round fearing another spike. I am slowly bringing back up salinity. Any other suggestions like another medication? Sorry not having pics
 
Flukes will often cause the eyes to look cloudy. Is it flashing, shaking its head, etc? If it is flukes, Prazi Pro will treat them. Any white 'patches' around the gill area?
 
The Flame isnt flashing or anything. The Black Cap had ich which is gone, no sign of Flukes. The bubbles over the eyes are not completely round, are see through and look like they could be peeled off.

The sg has been brought up to 1.015, the ammonia has not changed, should I add nitrifying bacteria(fish don't look stressed) and when the ammonia comes down try another round of Maracyn and Maracyn 2 now that the salinity has been raised?
 
Not seeing ich doesn't mean it isn't there. If you do a large WC and ammonia tests the same, you have a bad ammonia test kit. As long as you aren't using copper, add an ammonia neutralizer (Prime, Ammo-Lock. etc. ) This stuff works instantly, but your ammonia test will still show the ammonia. the stick-on Ammonia Alert will read true ammonia, though. What are you using for filtration; a good nitrfying bacteria will help, but needs filter media to culture. How long, and at what SG did you keep the fish during hypo? I'd treat the fish for flukes no matter what they look like. Prazi-Pro is a very safe & easy med and should be used on all fish.
 
I have tested the ammonia with this kit on my main tank and it is 0 and has been 0 on my quarantine up until now, until I started using Maracyn so I'm sure the test kit is accurate. Maybe the water changes(2) at 25 % were not enough to bring it down.
I will try the Prazi-Pro thanks, but if this is bacterial would that help it. What would the eyes look like if it were parasitic. He is not gilling and I am not seeing any signs of ich which I have treated many times in the past. This is new to me, all I have ever dealt with is ich.

I kept the sg at 1.008 for a little over 4 weeks with a refractometer, usually I keep fish in it for 5 weeks and once they hit my main tank it has never come back. It has worked well for me. I brought it up a bit earlier because of the situation, thinking it may help rectify his issue. I also thought with the salt level higher I could go another round of meds without the ammonia spike.
 
Hypo salinity is only a short term if for ich. You should try dosing your food with garlic and vitamins to help the flames immune system fight off ich on its own

Hypo is designed to eliminate ich, it is not a short term fix. Garlic & vitamins at=ren't going to get a fish to "fight it off". Where do you get this info?
