Is this pretty new arrival? How long you had it?
Tank mates?
First rather than leave it in the tank, relocate to small Q/T or f/W breeder trap which floats( once in, easy access to fish, prevent from being attacked by others too).
Pics are little blurr but gill area seemed reddish. Am I correct?
Need to have more info about your tank!!!

had it for about month and a half... have 2 crowns and 2 dartfish, 2 shrimp 1 lobster.... its in a f/w breeder trap.... a little red... its pectoral fins are moving fast but fish isnt moving...

My eyes must be going bad. Assuming it lost appetite.
If pectoral fin is moving fast w/ rapid breathing, punch good amount of holes (Hot scewdriver) on the side for better circ of water for more oxygen.
Check for gill infection (inflammation) or external parasite. Its belly is not tucked in then it's not where or how fish was collected.
Very hard to pin point. If possible in Q/T and no visible sign of external parasites, try antibiotic for gill inflammation if this is the symptom.
