When I first put live rock in my tank, the ammonia went _off_the_charts_ and didn't come down for almost a week - but that was rock shipped from Fiji. If you got cured rock from your LFS or another reefer, then ... maybe ... your fish and snails will be OK.

The rock was local so it was only out of water for 15 minutes. Also was wrapped in wet paper towel so there shouldn't be die off

If they were responsible, they would've sold you the rock and a test kit and told you what to measure. Now your fish is your test kit. Either it lives, lives in pain, or dies.

Test for ammonia and nitrite every few hours. If either spikes near 1 or above, the right thing to do would be remove the clown.
