Single Controller Problem?

I have recently sold up & sold a 6100 & controller to a guy on a forum, but he states that the controller isnt working although it was on my system. He says the lights change on the flow settings, but the flow doesnt change. I therefore got him to try the food setting & the stream stops so the stream isnt jammed. Therefore is it possible for the controller to switch flow settings without actually altering the flow or is he confused?

I have not ever seen this happen before, to the best of my knowledge the only cause could be that both knobs are set a the same speed. I would not rely on touch or sight to gauge this but place the pump in a shallow container so you can see the effect on the surface ripple.
