Something ate my engineer goby and orange star fish

Size of damsel?
Size of missing creatures?
What makes you think they were eaten?
Could the goby have jumped?

Blue devils are mean, but they have small mouths. They aren't able to eat anything that isn't very, very small.
 
I have 6 line wrasse, two clowns, two emerald crabs, cleaner shrimp, regular clean up crew.

No I found a blue hermit crab eating the half eaten body of the goby
 
A 6 month tank is pretty new for a starfish. Dropping legs can be a survival technique or a sign of infection. What species was it?
 
Go and get a test kit (not strips, they're inaccurate), then test your water. You may have water quality issues.
If it's an orange fromia or linkia, it's starving to death.
That tank is pretty small, and you have three aggressive species with the goby. The devil, sixline, and clowns are probably fighting, and the goby could have been caught in the middle. Is there any visible fin damage among the other three?
Don't assume that there's no aggression if you haven't seen it, fish often fight after lights out.
What kind of clowns? Most species get too big for a 28g.
