I have used them for actinics with nice coloration....that being said I just changed over to LED actinics in my 175 as the pc ballast died and I couldn't be happier. A little lighter in the pocket having bought 5 ecoexotic strips, but happier...
A. I don't know about SPS in a 3 gallon
B. if you are bound and determined, retro some LEDs on that, will cost you next to nothing on a tank that size. You will have more then enough light.
there is no possible way you can keep that stable, or at least stable enough as SPS need.
the BEST and I mean Absolute BEST SPS tank Ive seen in that size range, had LIVE SPS, they were brown no growth no PE nothing they just werent dead, and I'm sure that is the best it can get in a 3 G.
I have set up a 5 G for my mom, with the same stuff you have in there, and I wouldnt think about putting anything other than mushrooms in there.
SPS in a 3 gal will be hard but not impossible, you have to watch your parameters very closely, have great filtration set up, do your WCs without fail, and have about 1 fish.
I don't know about PCs on SPS even in a 3G tho, the more wattage the more spread out the light, intensity and PAR are the things and PC just doesn't really cut it (and I own a PC/MH combo). I'd 2nd the move to LEDs, it'll look a LOT nicer too.

I don't think you will see any signs of death if you take really
good care of your tank
you should be alright adding simple colored montipora caps or diggi's
you could get a cheap frag or pocillopora those would be what
i would try
I've tried this without much success and had a lot of watts per gallon too. The Montipora caps bleached right away. The encrusting Montiporas hung on longest, losing the color in their tissue but not the polyps. The Acroporas at the top of the tank (Valida, Nasuta) browned out almost immediately and a couple months later RTN'd. I had a Millepora that turned a brownish green and it started to encrust but unfortunately, a big temperature swing in the house wiped it out.
I did not really see any growth in the SPS but the Montiporas survived until I upgraded the lights and one or two Acroporas might have if the all the other conditions had been alright. In conclusion, I would not recommend trying keeping these corals with PC lights.
I personally didn't keep any but I've heard stories about them living under PCs. They probably did not grow much though. As others have mentioned, a 3 gallon tank isn't going to cut it for SPS because it is a huge challenge to keep parameters stable in that volume of water.
LOL +1 buff bay. Way to much room for error in a 3 gal. evaporation alone would throw the whole tank outta whack. I'd say pretty much impossible. go with the easiest to keep corals in a tank that small. Mushrooms/soft/maybe some lps.
