Starboard?

Were can I guy starboard. Does anyone have any comments on this. I just read a few things about this. Can someone explain the use of it.

Its primary use in the hobby is for reefers who run barebottom systems (no sane, crushed coral).
It is placed on the bottom of the tank and the rocks on top of it. to protect the glass in case of avalanches etc.
