Stargazer?

I used to photograph them. Information can be obtained from Wiki at this link. Obviously not a community fish (at least for very long).
 
The species mentioned in the OP only reaches a little over 2" so would be able to inhabit a community tank its entire life without being a predator of tankmates, just ensure tankmates are larger than the stargazer.

Stargazers need enough sand to bury to feel comfortable and are pretty secretive. They are peaceful despite their predatory nature.
 
Do you think the stargazer would require target feeding? My tank has only peaceful (like Liopropoma and Apogon ) and not hyper (like Chromis or Paracheilinus ) fishes, so there isn't a lot of competition for food.
 
As long as the food is carried by flow across the stargazer's hiding spot and sufficiently large enough the stargazer should eat just fine.
