I have had a starry blenny and a yellow watchman goby for over 2 years together. Tank is 4 feet by 2 feet by 2 feet. They never bother each other. yellow watchman came first about a year before the starry. YWG never really leaves his little rock on the bottom that he shares with a pistol shrimp and the starry blenny just cruises the tank middle rock work.
Don't judge how they act together by how they are in the LFS. Tanks in the LFS generally prevent fish from establishing territories due to small size and lack of features (rock, etc.). A 4ft tank, as described above would be fine - IMO 55g or more would do it.
I have the two in 200 liters and they get on fine. Blenny was first and the watchman lives with a pistol. Its funny sometimes as the watchman opens its mouth as wide as possible to say "look how big and scary i am" and the blenny just sits there seemingly saying £$$% off.
The starry could be laid back though as it shares the tank with two other blennies and i have seen a hint of aggression towards each other by any of them. An exception to the rule though.
i think it works for some of you cause the goby is paired with a shrimp. so the goby rarely moves around. that leaves the rest of the tank for the blenny to move around in.
