Streams not at 100% flow

Just installed a 7095 multicontroller on my 2 6100 streams. Both streams are set to maximum flow and the 7095 is set to 100%, yet the lights show they are only at 80% flow.
Why is that? Are they defective?

I have heard this from someone else and he said as soon as he cleaned the pumps they worked at 100%, this wasn't intended but it seems to be a very early warning of a pump getting fouled, what most people miss is the cooling port in the center of the magnet and the upper bearing which is the track at the bottom of the pump the magnet rotates in.
