Stupid bulkhead question and reef overflow

I bought a used complete 75 gallon bow front setup that was drained and in bad shape, just very dirty is what I mean. In the process of a complete disassemble and clean. The bulk head only had a rubber gasket on the bottom of the tank, none between the plastic and glass on top. Is that correct?

The over flow box has two black plastic pieces very close together. Is there a way to clean between the two and what is the purpose of the space between them?

I also just got a used tank. I was also trying to figure out how to clean that skinny space- until I accidentally knocked the cover off. I'm assuming it's supposed to make the overflow quieter?

Bulkheads should only have a rubber gasket between the rim and the glass on the inside of the tank and away from the nut on the outside of the tank. A gasket between the nut and the glass will just twist and distort as you tighten the nut.

If the bulkhead were reversed with the flange on the outside bottom of the tank then the gasket would be correctly placed adjacent to the flange outside the tank. It is perfectly acceptable to do a bulkhead this way if it's convenient to do so.
