I am going to have a 75 gallon tank in which I know
I want a percula clown and 3 Banji (sp) Cardinals. It will
have a sand bottom and some softies in it, that's it. Would
like to have more cooler small fish then bigger ones.

Your suggestions would be most appreciated.

There are literally hundreds of fish to choose from. May I suggest you look at something like liveaquaria and see what fish you like then post here for advice.

You can house one of the smaller tangs (bristletooth), dwarf angels (especially since you aren't keeping sps/lps), fairy wrasses, flasher wrasses, smaller anthias, etc.

Dwarf Angels are beautiful fish that are super active. They may nip corals though.

Shrimp Gobies are a good choice. They may hide though.

Pearly Jawfish are nice if you have a lid. They'll burrow and guard their territory against other fish, and constantly make "renovations"

There are tons more fish that fit that description, and you'll be able to have more fish numerically since it sounds like you are going with fish that have a smaller bioload.

gobies, a blenny (as in 1), some of the wrasses are smaller, dottybacks, chromis, youve got literally tons of choices in that size of a tank. Do some reading and narrow down your selection based on that

On the pygmy angels, I had one that would not stop nipping a toadstool leather. The poor thing never got any PE because of this and I had to move it to another tank.

Some suggestions gobies, a blenny, basslets .... there are a lot of choices!

You are going to have issues with the 3 bangaii cardinals -- see one being killed, and perhaps another if you end up with all males. Be ready to intervene when they start to turn on each other -- they could stay peaceful for 6 months, and the next day WWIII.

Yes, unfortunately that is true. Six months would be lucky, and only then if they were sexually immature when you acquired them.
