Surface Film

I can't seem to get rid of surface film in my 29g.

I am currently running a Korila 425 just below the surface and trying to keep the surface free of anything. However, I have a substantial film that I can't seem to control.

There is also an additional 425 on the opposite side of the tank, but it does not directly flow against the surface.

I have a skimmer suited for a 90g system but no luck on skimming the surface.

Does anyone have any ideas to reduce/eliminate the film? Should I increase the water flow?
 
get the powerhead u have right now to come up a bit more and cause ripples in water at surface and try to aim it in a way that it pushes the water to overflow.
 
What do you feed? Some people feed Pemysis shrimp and rinse it before they feed their fish for that reason.

I am currently doing this with one powerhead (Korila 425). I do not have an overflow though.

Should I increase the size of the powerhead at the surface?
 
Is there a lid on the tank? Just asking because dust from the house will cause a film on an open tank. I would run a HOB filter as needed to clear it, and rinse the floss daily.
