Surge system without bubbles???

I'm interested in setting up a surge system for my 400 gallon display. Just wondering if anyone knows how to set that up so it doesn't create a massive amount of bubbles as it surges.

Set up the limits with a float switch and relay. the relay should be set to close the valve before it sucks any air.
