surge tank questions

i have a 125 gallon tank and around fifty gallon sump i was wondering how big of tank could be used for a surge, and best way to plumb/setup for least bubbles and noise does anyone sell kits or complete ones

Forgive my ignorance, but why do you need or want a 'surge' tank? I know what a surge tank is in the world of plumbing, but what is it for in your aquarium?
