This flock of swallows would fly around over the water and then most of them would start dropping down onto the water. As you can see, they made surprisingly large splashes and caused significant surface disturbance, so I don't think they were sipping water or gobbling insects near the surface. There's a large egret in the tree behind them to the left.
I zoomed in on a small section of another shot and one can see birds in the water, coming out of the water and planning to dive into the water, all while flying. No resting on the surface.
