t-5 driven by 430 IC wont light?

I have a set of t-5 bulbs driven by a 430 ballast that blew the fuse and ballast today. If I install a spare ballast the lights will come on for a second and go back out. The wiring ohms out good as ice cap service recommends. Could one of the bulbs be shorted when voltage is applied? The bulbs have only been in service for 3 months.

problem solved. One of the bulbs is bad. I tested it with my other set that is working and one of the actinic will work and the other will shut down the ballast. These bulbs are only 3 months old. Is this common. One of the reasons I switched over to the t-5 was for the longer life over vho's!!!!
