A 39w T5 is High Output.
Are you talking about UVL V-HO bulbs? If so, it stands for Variable-High Output. Kind of dumb and I would stay away from UVL bulbs. Their PAR and quality aren't the greatest.
ATI bulbs are the best IMO. They have some of the highest PAR available and don't break the bank.
Now there are some new VHO T5 bulbs coming out. They stand for Very High Output. The bulbs are beefed up with thicker glass and some other things. In my opinion, they are a complete waste. You have to have different ballasts to run them and all they do is use more electricity. It isn't needed.
A good T5HO setup can create all the PAR you need.
