Tank Bred mandarins

So I know that there is at least one person somewhere in florida that has tank bred mandarins. I have been trying to locate this guy since MACNA with no luck. Does anyone know who he is? I have what I believe is a female psychedelic mandarin and I would like to know more about breeding them for the future.
