Both local water treatment and source play a part.

700 appears to be in violation of the EPA drinking water secondary standards seen here.
Keep in mind, however, that secondary standards are "guidelines" rather than enforceable measures as they use taste and odor thresholds rather than health risk as their basis.
Either way, I believe that it is fair to say that Davis water sucks.

Average of 33 in the Placerville area (El Dorado Irrigation District) according to their annual water quality report. Haven't tested it myself but I tend to think our water's pretty good.

Reefugee, I used to live in west Davis, around Russel and Lake area. and been there the whole time, I have also talk to other ppl and they get 500ish also. a lot of the houses in Davis have water softener unit built in already, it's like it's a must over there. I still remember my skin dried out bad, dandruff all the time. all the sink, shower, or whereever water touches looks really bad.
I remember I have to change out the DI resin every 2-3 months. since I had a 80G and a 15G before, it's not fun at all. right now, after like 6 months without touching anything, I still got 0 ppm, it's awesome.

My reading when I was in Marysville, CA was around 180. First thing I did when we moved into this place here in Florida I ran the tap water through the trusty TDS meter... 580!!! Out of this world. Water is scare here and is Foul tasting. I'm gonna run through Filters in my RO/DI like MAD!

Does the EC really matter? That does mean electrical conductivity, right?

The TDS results of a meter are based off of EC (yes, conductivity) and a corelation factor (which is dependent on the type of meter). This can be inaccurate though depending on what is actually in the sample. Example is a TDS meter would give you a low bias in a sample that is loaded with sulfate, and would give a high bias for a sample loaded in sodium. This is due to the meter assuming a standard ratio of the ions. However the bias's I think are really small.

A true TDS is done by takeing a known amount of sample and evaporating off the water and takeing the difference in weight of the sample container befor and after.

Davis water really sucks. Every year they send out their report on all the crap in it, we always get to see the safety suggestions given to the city because of how high the averages are, but the city always decides to see if the next tests will show lower levels and never changes anything. I don't even cook with tap water and we change our RO/DI often.
