Second, I can't tell if the tang has HLLE or just abuse from the clown, but I've seen them look like that from both. If it is HLLE, I recommend feeding some nori. If it's not HLLE (which I suspect it's not, since his color is so nice) you've still got to do something, cause that condition of a fish makes my stomach go into knots... Sorry...
