I'm extremely confident that as long as all components are UL approved and used properly liability is a nonissue. I have layer friends that would be happy to answer any questions I would have.
 
Back to the original question. Is it a good idea to build less expensive, but I assume, high quality LED aquarium fixtures? Clearly not to sell to most of the people who responded to your post.

I doubt you intend to become a huge corporation. I would form an LLC only if you plan to sell well outside of your circle of friends. Suggest you join a local reefer club and sell to the members. You 'll probably have enough business to help support your hobby.

As far as the business model goes, I think you're going in the wrong direction. You'll never compete on price against big company's volume, or China. Where you can compete is in customization. Customization in the layout...AND customizing the overall look of the fixture. With your background in robotic & fabrication, if you could build fixtures that have a customized layout, and have a customized look to the buyers house/ tank then you could be on to something. Think of it as an "artisan" LED fixture for lack of a better term. Then you can push you price point up, not down.

+1. Find the niche.

It is very difficult for the average hobbyist to spend more of their discretionary funds on an average product. Offer more value, whether its customization, as said above, or uniqueness. Unless the average hobbyist is not the target market. Poll hobbyist that have top-of-the-line equipment to determine why they spent the extra money on the most expensive equipment, such as, power heads, LED systems, skimmers, and custom tanks, where a cheaper alternative exists. The answer will not surprise you.
