They have been for a while, I believe since 2007. These fish are easily bred in captivity and I believe they are trying to use captive bred specimens to increase the wild population.

I saw that too, which gives me hope that this won't have a huge effect on the hobby. If Cardinals have been listed as threatened for several years...
