When I first started ozone use with the controller my ORP climbed just like yours...
It wasn't until months later that it dropped significantly but over time; odd thing is that the probe is on target and not bad...
Just that I cannot pinpoint why she reads the low numbers; that's why I made it a point to mention randys findings...

I had run my old ozonizer for 7 years but it die on me about two years a go.
I got the new unit now running for over two weeks i saw a little difference with the new ozonizer and the old.
My ORP was always 330 to 350Mv with my old unit running at 100MG of ozone .
It is no difference now with the new unit the only thing is the Milwaukee controller is much more stable than the old Red sea one but that one was build in to the unit. i'm going to use ozone to full capacity for two more weeks and then i will start to drop the ozone dosing lower a little at the time to see where is the sweet spot . You see at 100MG of ozone dosing i get almost no dark nog at all i get just is much nog but is no color to it at all my skimmer foam is totally light almost light oak color but still stinks like hell, i still said the controller was not need in my set up but i just need to be sure my animals was not in any danger .
If you asked me if i'm completely satisfied with the ozone dosing i said YES But it is PITA to have to do more chores like clean the probe and recharge the air dry media every 10 days now , probably every week in the summer time .
But it is much better than running carbon trying to keep the water clear.
As for your ORP getting lower it is no way to test the ozone production from your unit it may just slow down on you some i saw that with my old unit it slowly degrade and at the end was nothing there .
It was 200MG unit so i had enough slack to it .
Smelling ozone from the output hose it is not going to tell you much at all.
Is any one around you that have a different ozonizer you can borrow so you can hook it up temporary to see if yours working correctly?
