timer with 250w hqi

i set up a new tank a while back and have been turning the light on and off manually. it's an aqua medic 250w hqi pendant. i got 2 different timers, the ones you plug into an outlet then plug the lights into the timer, and neither works. i tried different equipment on the timers and they work, but when i plug in the light it won't fire up. what could be happening here?

are you allowing for a warm up period?

yes i am. the fan in the ballast spins for a bit and then stops. it's a coral vue electronic ballast if that helps.
