Troubleshooting 9011

So I haven't used this skimmer in a few years but it was cleaned before it was put away and was soaked in ro water for 20 minutes before use, I ran the pump in the ro when out of the skimmer and it ran fine. For some reason no water is coming out of the outlet pipe and seems to be staying at sump water level(about 6"). I have read through the manual and can't seem to troubleshoot. Any help would be appreciated

Most common cause is the bottom plate is not on all the way, you should have the plate installed that has no slits and has 4 suction cup feet, it must be completely closed or water will drain from the bottom and cause a loss of pressure.

I will try pulling the whole skimmer apart and putting it back together again. Should it not fix the problem are there any pictures that would help identify the issue while I have it out?

I really can only think of 2 possibilities, this part is left out-

Or the bottom plate is not completely closed or the one with slots for in tank use is installed.

Photos would help but it has to be one of these 2 possibilities allowing water to exit somewhere besides the pipe so no pressure builds up.
