Tuning Milwaukee ma957 co2 regulator on Deltec pf501...

So I set the regulator up right off the box instructions. 10 psi on the low pressure gauge...problem is I can't get a steady bubble count...little tweaks on the needle valve and the bubble count drops steady with the low pressure gauge.

What should I run the low pressure gauge at to get a steady bubble count? I just set the gauge to 20...gonna see if that works...any better ideas?

Bottle pressure is fine BTW...
