Tunze 6100 won't start

I have a pair of 6100's and one of them decided to alarm this morning, I open it up and cleaned it, and the alarm continues.
I removed the housing and start the pump on and it work fine, housing on = won't start up again, so I figured it was something in the housing but all checks clean, so I removed it once more and now the pump won't start.

What am I missing here?

Most likely the upper bearing is stuck to the magnet- see the cleaning thread at the top of this forum. In this condition the pump can start if the resistance is lowered (removing the cover, spin starting it, etc.) but with the added drag of the bearing which it is supposed to spin on, not carry with it, the magnet struggles to spin.
