Try raising the skimmer.
This may be normal if the tank is new, newly mixed saltwater or suspended sediment will cause this reaction as will many additives, especially amino acid and vitamin supplements, dechlorinators and stress coat additives. In either of these cases, the skimmer will overfoam for a week or two until the additive degrades or is removed by filtration or the water ages and the sediment settles.
If the skimmer depth is correct their will be a distinct waterfall into the skimmer. Generally only about half of the intake teeth will be submerged at most.
Only close off the air as a last resort and in small increments waiting to see the result of the adjustment.
