I have installed this protein skimmer, and the water does not rise properly in the outlet pipe. It rises almost to the top(slightly higher than the level in the sump), but that is all. I have read the troubleshooting section and see that there needs to be internal pressure. I HAVE installed the "sleeve below the cover". Troubleshooting refers to a "sleeve for regulation" which calls for disassembling the pump plate and examining the parts, but no other info, such as what this part looks like. Also, on the housing, on the same side as the brackets would mount for internal operation, there is an open hole through which water passes. This would seem to prevent any pressure buildup. Can you tell me the solution?

How do you have the skimmer set up? The title of the thread mentions cabinet installation in sump, but you also mention the outlet pipe.

The outlet pipe is only used in the in-sump configuration. The in-cabinet (really in-tank) configuration uses different bottom plates and the "grated" front pieces. Also, the small hole in the rear is intentional and doesn't affect the skimmer performance.

I have a 9020 in my sump using the in-tank setup as it suited my situation better.

I used the wording that is in the Tunze book in referring to the installation. It is, in fact, in the sump. The question I have is the reference to the "sleeve" as noted in my post and the Tunze troubleshooting section. I do have it set up as you describe. Thank you for the info about the additional hole. I do not work for an agency, we are the agency, I am the rep and Dawn is my wife. We rep primarily Hapco and Lumec, our two major lines.
 
I have a small (1cm) hole near the top back of my Tunze 9010 through which water passes. That is normal.

How is your skimmer mounted? Do the rubber suction cups on the bottom of your skimmer rest on the sump bottom or on a platform?

The weight of the skimmer must rest on the solid bottom plate in order to form a seal. The seal allows water to rise to the proper level inside the skimmer and out the exhaust pipe. If your skimmer is held by brackets or by magnets, the seal will fail.

I have the same skimmer. I use it in my sump and it sits on the suction cups privided. Are you saying that the suction cups should not be used and that the skimmer should sit flat on the bottom?
 
If you have the skimmer configured for in-sump operation, the suction cups are attached to the bottom of the skimmer and the skimmer rests on them on the bottom of the sump, or on a platform if required to raise the skimmer to the correct height.

If you have the skimmer configured for in-cabinet (tank) operation, the suction cups are attached to the rear of the skimmer and serve as standoffs against the side of the aquarium to keep the skimmer vertical.

You can use the in-cabinet configuration in your sump also, which is how my 9020 is set up.

I think the bottom plate is most likely on backwards or not fully closed. One side is beveled and that should face forward. If the bottom cover is open just a bit pressure is lost. The bleed hole in the back is above the waterline of the pipe and it is normal for water to exit here.
