The only real advantage to this pump is energy efficiency, I wouldn't consider it quiet, it will make the same amount of noise as a typical air cooled pump of comparable size. The main drawback I have seen is that it needs cleaning more frequently than air cooled pumps as the shaft will bind to the drive unit otherwise and the shaft is ceramic and it takes some practice to learn to open the pump without breaking the shaft. The pumps now come with an extra shaft for just this reason.
That is a heat sink and is only on the since discontinued 1073.140 and 1073.160, these models could not be submerged because this part was aluminum, it cannot be added and it would give no advantage.
