The pump turned on for a quick 10 secs r so and then stopped siphon the water out. I had to blow in the hose to start it back on. It been doing that quite a few times the past couple of days. What's exact is the problem?

Your description is not very clear to me. Can you explain what is wrong in more detail? Did you siphon water out or did the top off hose? The controller normally runs for a few seconds when first powered up and has a deliberate 10 second overfill during a top off to prevent excessive cycles during a day. The pump likely has an airbubble inside if the pump is not pumping water and to relieve this you want to tip it upside down under water while it is running so the air can escape.
