Tunze Silence 1073.05 Wont turn on

I just recieved a new 1073.05 pump and it won't turn on. I've tried changing the jumpers, different outlets but the pump never spins. Any idea whats wrong? I'd like to avoid paying the shipping to get a replacement. Thanks
 
Best guess would be a DOA power supplies, pumps are tested before shipping, power supplies are just grabbed out of a bin, that is a part we purchase and don't produce ourselves. If the power supply has no light on under the jumper we can be almost sure that is it and send a replacement, the light is very dim so check for it in a somewhat darkened room.

Another possibility would be if some dust or something got in the pump or the bearings slipped in shipping and have bound up the drive unit.
 
The power supply has a very dim red light. I've taken apart the drive unit and rinsed out the bearings. I can manually move the rotor. I'll try checking the output voltage of the power supply. Any other thoughts?
 
If you have a voltmeter, that will give us our answer, if it is not putting out the jumper voltage within roughly + or - 1.5V, we know it is the power supply and can send the needed item.
 
Alright, I tested the output voltage of the power supply and it read 9.4 volts, with all three included jumpers installed and with no jumper installed at all. I guess its a bad power supply. Please let me know how I can go about obtaining a replacement. I appreciate your help.
 
Can you just email me your invoice and we will get a power supply out?
