Turbelle won't restart

After unplugging my reefpack filter for feeding, the pump will not restart after plugging it back in. I have just dissassembled and cleaned it. It started ok in the sink, but now that it's back in the tank it just rattles.

My guess is either the bush bearing, part 3000.620 is loose (press it in all the way) or a brake shoe is missing or worn, check the brakes.

Thanks. It Finally started this afternoon after repeatedly unplugging and plugging it in.

That shouldn't be the case, it should start easily unless the voltage is below 112V about. If this continues something is wrong.
