Can anyone please confirm if 90% noise reduction is even possible by just controller upgrade or I am being too dreamy?

Like I mentioned in the post you quoted, purchasing a new QD controller will reduce motor noise by up to 90%.

Unfortunately, it's not possible to upgrade without having wireless capabilities. Even though you may not use it, you'll have to get the $120 upgrade.
