If you notice, people running them on 20" deep tanks have them dialed down quite a bit. Because of the adjustability of the intensities of the different channels, I think you'd be fine dialing them up to accommodate your 28" depth.

Any led fixture that I'm aware of that has 3 watt or 5 watt leds will be more than enough light for a 28" deep tank.
The issue with the Current fixture is that 0.5 watt leds don't penetrate very deep. Even their own chart on their website shows only a 50 PAR at 24" deep. That's barely enough to keep easy coral alive and not enough to keep them healthy or growing.
I ran reef breeders and Evos (both a type of black box) on a 27 in tall tank and neither light ever went over 60% power. I grew sps and lps.

Be sure to do your research on the fixtures before you buy. Some Chinese fixtures were known to catch on fire. I went with Reefbreeders because of the warranty and the ability to get parts in the US from the dealer.

Any 3 watt led fixture should be more than enough. That's what most fixtures use. There are a few out there now that use a mix of 3 and 5 watt leds like Reef Breeders. But they have features that you may not want to spend the money on like sunrise/sunset control and 6 channels of color control rather than just 2 (which is enough for all but the very picky about color in the tank).
And for $130 you can do better. Look at the Viparspectra line. They have built in timers and digital dimmers.
