Using hormones to induce fish breeding

Much of the problem is large enough tanks for proper spawning behavior. Without that, you might get them into condition with hormones, but they still won't spawn. While you could manually strip eggs and milt, Gresh alludes to, and frizzo states the big problem...rearing the larvae.
I do not have the time to grab links and cite references, but most marine fish have spawned in aquaria. Aquaria is not just limited to hobbyist aquariums, it can be large outside pools like what is being done in Bali (who have reared quite a few new species, including several angels) to places like public aquariums.
I suggest you do some research on the subject, the Rising Tide Initiative would be a great place to start.

Frank Marini speaks of his morays spawning in captivity. I will see if I can draw Frank out, he hasn't posted in years.

Yup I have heard of the koran angelfish success. Interesting to note that Frank has had morays spawn. I know there was an aquarium that had ribbon eels mate but the male was not producing viable milt while the female produced eggs. Did he successfully encounter any fertilisation?

.
FW fish could be easy or difficult to spawn.Some so hard that hormones must be used.But after you have them spawned,raising the larvae doesn´t give much of a problem.
The opposite happens with SW fish,they spawn easily,given the right conditions.But the larvae frequently are difficult to impossible to raise.
And among those difficult to raise larvae,eels could be the hardest,they have a weird stage called leptocephalus,which lasts a long time before settling.Japanese researchers have invested lots of funds and efforts trying to breed their eels and they failed until recently.

Afraid not. Very few marine larvae will take anything other then live.
If you were doing Cobia, Roti-Feast would be fine, but mainly due to how rough you can be with the larvae (to keep the Roti-Feast in suspension).
