The Proposed changes are as follows:
Article 1. Elected Officers
Section 1. The Governing body of Capital District Marine Aquarist Society shall consist of 5 Council Members.
A. Council member-Treasurer
B. Council member-Webmaster
C. Council member-Secretary
D. Council member-Membership Chairman
E. Council member-Donation Chairman[i/]

The change would be:
B. Council member-Webmaster to Council Member-Events and Public Relations

Article 3. NOMINATIONS AND ELECTIONS
Section 5- Elections shall be held by secret ballot at the November monthly meeting. Council members shall be elected by a majority vote of members present.

Section 5- Elections shall be held one week prior to the November general meeting. Council members shall be elected by a majority vote via an online ballot or other means acceptable to the active membership for said purpose
 
if its not an anonymous vote yea otherwise i don't know how to do it. Originally I felt and still do feel that voting for council is important enough for ppl to show up in person and cast a vote.
 
I think for now we don't need to worry about ballot stuffing. Why don't we leave the membership on their honor unless it becomes an issue.

I agree....we need not make it more complicated than in needs to be.

I think webmaster should remain as is and the membership chairman should become events and pr while still maintaining membership responsibilities.

What I'm concerned about is if webmaster becomes something else, who keeps the website up to date? Knowing how much work it is to maintain and enhance a website, combining that with events and pr, which is also a heavy duty job, seems like an awful lot. In addition, people who are good at maintaining a website are usually NOT good at PR. :D People stuff and computer stuff usually don't mix well.

As for the online voting, I'm fine with it as long as there's a SIMPLE way to do it. We'd need a way to prevent non members from voting which doesn't seem so simple. I think the simple options are:

1. Anonymous, in person voting at meeting
2. Partially anonymous email voting

If we vote at a meeting, how about the people that can't attend have the option to vote by email. If you can't make the meeting, suck up the lack of anonymity and be happy you still have a chance!

Im just worried about filling the Council Member-Webmaster position. Thats why I thought council could deligate the webmaster responsibility to a willing person. Then the council member- membership person could be one position and the council member- Events & PR cound be another.

All your other points are great and make perfect sense.
 
I guess there is no oposition to the change in language so I'll right it up sunday evening and we can tweek it as we see fit.

Ok so I changed the bylaws to read as follows:

EVENTS AND PUBLIC RELATONS CHAIRMAN
The Events Coordinator shall manage and coordinate all club events and meetings under the control of the Board of Directors as a whole. Develop relationships with other marine aquarium societies, while also managing communications to the local community.

Article 3. NOMINATIONS AND ELECTIONS
Section 4- Members of the society interested in running for any of the elected offices of the society shall be encouraged to publicly announce their interest in that office. Such announcement may take place on the society’s public internet forum. All nominations for Council Member must be submitted with the prior consent of the nominee by the deadline of the October General Membership meeting for publication on the society web page.

Section 5- Elections shall be held by secret ballot at the November monthly meeting. An absentee ballot shall also be made available for those voting members unable to attend the November meeting. The absentee ballot shall be a partially anonymous online vote method such as an e-mail ballot or web form. Council members shall be elected by a majority vote of CDMAS members.
