Weird foxface aggression

Why would a foxface have an issue with a goby? My foxface seems to attack my pink spotted watchman goby all the time. All he does is kind of "smoosh" him against the ground and flail around like he's trying to slap him with his tail. The goby doesn't like it and sits there with his mouth open, but rarely swims away. At first I wasn't worried because I thought only their dorsal fins were venomous, but I recently read that their ventral and anal fins are venomous as well. Does anybody have any theories or alternate explanations of this behavior? Foxfaces are generally timid, peaceful fish, and the only thing I've heard of them showing aggression towards was another foxface.
 
My foxface and Desjaradini sailfin don't get along very well. The sailfin chases the foxface sometimes biting at the foxfaces tail. The foxface will flair his fins up but now the sailfin will nip down the foxfaces dorsal fin from front to back pushing the venomous spins down ( funny to watch) point I'm making is the foxface is venomous but they can't stick and poision a fish, if they could my much bigger foxface would have sent my sailfin to a quick death
