What are these white scales? Picture included

Hi guys... I have a pair of wrasse in QT. It's going through last TTM, and currently in 2nd round of Prazipro treatment.

I've been spotting these white scale on the male.. I'm not sure what it is.. can someone please help identify? Not sure if it's just coloration or some kind of disease.. It comes and goes.. I've seen it a few days ago, then nothing else.. now it's showing again. Fish is swimming/eating

does not move. I don't have magnifying glass but I can get one anytime. Am I suppose to look for movements?

It seems like the white scale comes in the morning.. now it's gone. This makes me think it's just coloration? like when tangs get scared, their colors are off?? Never had flame wrasse before so I don't know if that's true..

the big white dots on its back fin are gaps! I just confirmed it.. there's a row of them. in a very even line. and I can see through it.
 
Those are holes.. when he flashes.. i can see a line of holes.. all at the same spot but on different fins.. those 2 spots you see are the biggest gaps. The white is the white pvc behind it
