But if I had to guess, research the hydroid life cycle, it may be a hydroid in it's medusal stage going by the description.. but of course if you want to be sure you gotta fix the vid/provide some other visual.
 
Sure looks like a jellyfish to me. Hydroids are not free-swimming.

Actually many hydroids have a swimming medusa stage in their life cycle and that is most likely what this is. There have been a lot of people who find these in their tanks including myself and they usually just disappear.

It is hard to determine the exact species but in this thread Sushigirl shares the ID of the same thing as a hydroid in its swimming stage confirmed by Dr. Ron Shimek:

I did not know that. The hydroids I have seen people confuse with jellies have been the tiny ones attached to the glass that generally just disappear. I've never seen one swim like that. This hobby continues to amaze.
 
There are hitchhiking jellyfish that are actually invasive in aquariums, they look exactly like this but more blue (unless lighting) but I haven't seen that case in a long time. This is more than likely a hydroid in this case.
